want to put a dogwood in the same spot were a black walnut was / ground out stump / get or no ??

According to several websites there are juglone tolerant trees:
Included in the “tolerant” category are the following trees:
American Elm
Black Cherry
Dogwood (includes flowering)
Eastern Red Cedar
Hickory
Locusts (most types)
Maples (except silver maple)
Oaks
Ohio Buckeye
River Birch
Sycamore
Virginia Pine
Yellow Poplar
The USDA says grind the stump, fill in with soil and wait a year or two before planting. If there is no re-growth in the stump area a year would most likely be OK. Maybe plant annuals in the area just to see how they do and next year plant a more expensive tree if everything looks OK.
