Possible to Dig Up a Small Orange Tree Seedling to Move It?

Hi all, last fall a friend gave me an orange tree seedling (NE FL).
I wintered it indoors and transferred it to what I thought was a perfect spot in May. We've had rain-rain-rain and my little buddy is looking soggy, leaves are heading toward yellow.
I want to replant in a raised bed on higher, sandier ground but his part of the yard is staying wet. The seedling is about a foot high and pencil width at the widest point.
Can I just dig a big hole and try to get the tiny tree out with as much soil around it as possible and relocate wet?
